If you have problem in reliably double clicking files, emails, programs, etc.
You may be facing the mouse’ double-click speed problem.

To solve it:
  
1. Start

2. (Settings >) Control Panel

3. Mouse

4. Reduce or increase the “Double-click speed” by moving the slider there.

5. OK
